Joel Levine, M.A., LCSWExecutive Director, Harris County Resources for Children and Adults
Joel Levine has more than 28 years of leadership and expertise in child welfare and social services. As Executive Director of Harris County Resources for Children and Adults, he oversees programs that strengthen families, protect vulnerable children, and provide guardianship services for incapacitated adults. The agency delivers critical support to those involved in the state child welfare system and offers school- and community-based initiatives focused on prevention and early intervention.
Throughout his career, Mr. Levine has held key roles, including Children Services Division Administrator, Director of Administration, and Director of the TRIAD Program for juvenile prevention and early intervention. Prior to joining Harris County Resources, he served with the Texas Department of Family and Protective Services as a caseworker, trainer, supervisor, and Program Director for Family Preservation.
Mr. Levine earned a master’s degree in social service administration from the University of Chicago and a bachelor’s degree in psychology from Macalester College in St. Paul, MN. He is a Senior Fellow of the American Leadership Forum (Houston Chapter), past Board President of the Texas Network of Youth Services, and an active member of several state and local advisory councils including the University of Houston Downtown- College of Public Service Advisory Board, Network of Behavioral Health Providers (NBHP) and Friends of the Children Houston Advisory Board. He also serves as the 25-26 President of the Rotary Club of Houston.
Joel and his wife, Julie, have been married for 35 years and are proud parents of two adult children: Marcus, a U.S. Air Force captain stationed in Germany, and Jessalyn, a high school choir director and co-director of the San Francisco Transgender Choir.
